1) Flying ability is available for characters with max level (80 in 7.0), at least initially. 2) Vehicles can be bought on new planets or created by crafting skills. 3) Flying is possible only in newly created zones, where it is specifically allowed by map design.
The exclusive flying mounts in TBC fall under one of three categories: Reputation rewards from Outland factions; PvP rewards for top Arena teams; Mounts crafted via professions; The only exception to this is Ashes of Al'ar, which is an ultra rare drop off of Kael'thas Sunstrider in The Eye.
