One, I would recommend looking in the Heart of Thorns maps rather than the Path of Fire maps initially. Those will also reward 10 points per hero challenge. Two, I would look in the LFG for "HP Trains". Often you can find large groups of people with a commander that will go map by map and collect all of the hero points in a large group.
I found that the 6/23 Patch auto-trained one whole core specialization for me (their attempt to match my pre-patch build) and I don't know how many hero points that would have cost but I'm wondering if they would have put my into some kind of 'Hero Point Debt' and so I would not gain any hero points until I exceeded the amount of points I would have spent on unlocking the core specialization.
below lvl 80 it will fill each lvl. Once full you will lvl up automatically. at lvl 80 you start lvling masteries. You choose a mastery you want to lvl in you hero/mastery screen and once the bar on the bottom is full you can lvl up a mastery. You will need to spend mastery points to lvl up.
Tomes can only be used by characters below level 80. And anet ha already said mastery progresion is for level 80s only. A different matter could be those "Writs of Experience" that you get on several of the daily chests. Those can be used by level 80s, so we can't be sure what anet will do with them.
